i think a very significant part of the answers to the important questions aimée kligman raises here can be found by tracing out one of the footnotes to the piece.

comparing JJAC to WOJAC, the previous organization in this niche, makes many things clearer. i'm relying here on yehuda shenhav's fascinating account of WOJAC, available at http://www.arts.mcgill.ca/MEPP/PRRN/PAPERS/shenhav2.htm...

WOJAC was created, as JJAC has been, to introduce a fictional parity between the sefardi/mizrakhi and palestinian experiences, so that claims can be made by the israeli government (allegedly) on behalf of the former to counterbalance the internationally recognized rights of the latter. however, once WOJAC actually began to operate as a sefardi/mizrakhi community organization, it raised the very questions of israeli state racism and ashkenazi-centrism which kligman mentions as excluded from both JJAC and fishbach's account.

JJAC, complete with its non-sefardi leader, seems a very carefully constructed second take, designed to remain far more thoroughly under israeli government control and to never become a forum for actual sefardim & mizrakhim to air their own take on their experiences of the past 60 years. and at the heart of that is an active denial of anti-sefardi/mizrakhi racism in israel, and of the very obvious parallels between the palestinian and sefardi/mizrakhi experiences as targets of israeli state racism.
